It was even more complicated than what you described… The Voyager 1 started sending the telemetry data through an onboard computer known to have stopped working many years ago, and the information was being corrupted, risking the correct spaceship attitude management that keeps the antenna pointing back to earth (currently at about 25 billion kms), So they tested a patch to fix the problem with the other Voyager 2 (currently at 21 billion kms, so it takes over 18 hours to send commands and another 18 hours to receive the feedback that it worked), and after that they finally patched Voyager 1 to send data through another working computer.
