No, but you can totally block the CC7 using a MIDI Filter Rule:
IGNORE CH#0:15 CC#7
Perhaps if you explain your use-case we could find a way …

Before I tried it with “IGNORE CC”
Is this not a valid command anymore? Because it did not work with that one anymore

You coud omit the channel part, like that:
IGNORE CC#7
